You enter a fair (pay a fee at the gate) does that mean all the rides are free? Course not.
Fee at the gate - the game
The rides - micro transactions.
You are not required to buy anything and so far it's just emotes, a cosmetic item of little value.

Entering a fair is one thing, buying a fair then having to pay for the rides inside is another. What bungie did is basically sold us a fair, then whenever we ask to get on a ride inside the fair we just bought, they ask us to pay for a ticket to the ride.
