Yes. Double damage and unlimited ammo THAT DAMAGES YOU EACH SHOT WITH THE FINAL ROUND.
You are literally making an issue out of something that is already balanced. With the bonus damage, it's barely more than other scout rifles in the game. So, pair that with the health-sap you get a shitty weapon to use for trials.
