Which 90%? Because all I saw that was locked out was the "featured" playlists. So heroic (story and strike) and nightfall. You still have a year 1 strike playlist. All of the year one story lines and raids are still there. You can still play the old pvp maps in the year 1 playlists. Trials of Osiris and iron banner will likely be locked from year 1 players but those are considered "featured" playlists that adapt to the newest content.
Tldr it's not 90% of content. Just the modified "heroics" and who would want to pvp as half the light level in featured pvp.

If you dont upgrade you cant play specific pvp matches only 3 condensed types 6v6 3v3 FFA. 1 strike playlist. You cant earn legendary marks or buy anything. No nightfall, daily heroic story, daily crucible, weekly crucible, heroic strike playlist. You cannot level to compete in IB or ToO. Like I said %90 of the game that you paid for/play (endgame) is locked. All other content is rendered obsolete.

Okay. So like I said much of the "featured" playlists are no longer available and we both agree. Which is considered end game, end game is no longer year 1 content. But that does not add up to 90% of the prior content. This same model happened with every dlc prior to TTK.

Before you could still play nightfall, daily heroics, daily crucible etc as long as it was not a new strike or mission. You could also buy vendor weapons and gear. If you dont upgrade you cant even buy old gear or weapons. When i say %90 of the content, what I really mean is relevant content. You could also play any type of pvp game type you wanted, just not on the newest maps. I didnt buy TTK at first but the game was such a shell of a game I felt I had to if I wanted to continue playing what I had previously paid for.

Yeah I get that feeling when it comes to "mmo" style games. Destiny may or may not be but it follows a similar style to that of the newest expansion is relevant and without paying for it you will feel like you are wasting time.
