That's pretty much the idea. You just said it yourself. They are going to profit without having to do any work. If video game devs can make money without doing work then why should they work hard at making new and interesting content?

You seem to be living under a rock so here is a news flash. You are paying them to make some small cosmetic options that the profit will move to the team to develop extra content updates until Destiny 2.
