There's only a difference between the reasoning. The accounts that have been here for years are less likely to be troll accounts and are less likely to break the rules. Making newer accounts have stronger requirements to post make alts more difficult to make, and helps to make topics a bit less insulting and full of trolls. I, of course, would trade it all to get all the old rules back.
