I did it, I took the bait...I didn't read carefully enough and I bought the Legacy Heavy Weapon Engram from Xur. I really want a refund...31 strange coins for that mistake is way too steep. After seeing no weapons sold by Xur and seeing the Engram, I figured it only made sense - you don't know what you're buying, but it'll be something you can use. Wrong!
Instead, I spend 31 of my hard earned coins on a Dragons Breath of which I already had 2 and sharded them at the expansion because they don't do anything for me now. Can I please have a refund?
A bigger question is, why do you even offer it? And especially at 31 strange coins? It hurts...that's what I'm saying...it hurts. Somebody somewhere at Bungie is laughing at my expense.

They also stated that Xur will switch between selling a specific gun and selling the Legacy Engram. 3. Bungie cannot restore items. That includes refunding your strange coins for a mistake. 4. Its offered for completionists. Some players want to fill their entire exoitc collection, they can purchase these engrams to get Year 1 gear and fill their collection. -Plus if the exotic has a Year 2 version then it is automatically discovered and the player can buy the Year 2 version from the blueprints.
