So you're asking to balance the super. Eventhough its easy to dodge and run away from, we can look at bad destiny players who get dominated by HoS, yes its more OP than other supers against bad players but then titans lack alot with respect to other abilities so a slightly op super hardly balances out in general the titans' pvp abilities
