If legendaries only dropped at your level or higher, then they'd have to balance it by making them drop at a much lower rate. As it is, it only took me a week to get to 295 on my Warlock. With your method and what they'd have to do to balance it, it could easily take much longer.

I'd frankly prefer they dropped less frequently than constantly getting crap you have to infuse 3 times to be usable. It's now not exciting at all to find a legendary. At the very least exotics should drop at your light or above.

Finding legendaries were exciting to you before TTK? Once you got your gear to max, what was even the point of other legendaries? What, maybe that one Sniper had the roll you wanted? Then spend an hour or two trying to get an Etheric light to make it get to max attack? At least now the perks actually matter more than whatever it drops as. All you have to do is infuse the weapons and armor you like with stronger stuff you don't like. Legendaries are even more exciting now than they were back then. As for exotics dropping at your light level or higher, ehh. If they're not going to drop at the 290 they drop at now, then there needs to be like a 10% chance they'll drop at a higher level than what you currently are. Then, for every light level above you there should be an increasingly lower chance for them to drop at that level. Otherwise, you could get something at light level 300 and shoot up a bunch of levels. At least now when you go up in light level, it doesn't feel like you're sitting there for weeks just hoping to get something high leveled
