I don't think the stranger is Toax, since Toax is one of the proto-Hive (not an exo) and oryx's sisters are still alive. They leave him sometime before the hive come to earth to try and become stronger. So we can assume that they'll be in some kind of DLC.

  • Yes, but they have little to no memories of their past life. Some, like Cayde, have occasional relapses, and some Exos become thanatonauts, purposely killing themselves to gain knowledge
