Zavala can only fight , shaxx is a stubborn coward and do you think anyone would abide mara's reign?

Zavala is almost (key word is almost) in charge as it is. As for Mara Sov, she has done incredible things with the limited resources in the reef. Could you what could be accomplished if she had access to the City's resources and the Guardians to aid her? Humanity would be unstoppable.

Zavala is in charge of things but he has the council and the rest of the tower with him, he wouldn't do as a monarch, Mara would be completely despised by the people of the city for being the reef's queen.

Under her order, she cut off the Wolves trying to join in the assault on the City. Not only did she stop them, but she also managed to make them her own. Eber since the Twilight Gap.

She fought a war with them for years before claiming them though, so not quite since twilight gap.

Maybe a little after, but still. She had much less resources than the City, but she managed to outwit them.
