Why did you wait 31 lvl so approximatively 70000 exp to give me my first shader? Why?

I got one rank 30. I cry everytime and it's themisto. (I didn't remember how much rep it was for the 3 first lvl)

We require little to get you to rank three, but from then on, you must prove you are loyal and worthy of our gear.

I thought 30 ranks was enough to prove my loyalty. Next time I want a new shader or the ship
