Third subclass

Good evening. Could someone tell me which requisites are needed to start developing the third subclass, please? I'm level 25 and I can't see the option! Thank you in advance!

It's a quest given from the vanguard mentor for your character class, I'm unsure what level you are given the option to start up, all my characters were 34 when I started TTK
