Well Bungie has done this before. At one point in Halo 3, you couldn't play in ranked multiplayer playlists without all the DLC, which was available as one solid package with Halo 3 ODST.
You could still play in un-ranked though.
Pretty much the same circumstances, just with strike playlists instead of competitive multiplayer.
