Alot of the people at these levels had materials reputations all nearly leveled up to roll over so as soon as they did a couple quest they got packages. So they ended up nearly 15 legendaries as soon as they turned it in. Hell if you had a stash of say 2500 motes of light you could easily get 25 packaged just off that.
