Tell me anything and everything there is to know about the city below the tower. Do they have a government? Are there schools? Do people work? Is there an upper/middle/lower class? The City is governed by the Consensus, a council of the Vanguard, Speaker, and three factions at a time. Pretty much imagine a giant melting pot of every surviving culture of Old Earth. There are many different sections and regions to the City, as well as different classes.
