Perhaps...but look at the Ghost Fragment: Vex 4 card.
Apparently, those ruins only appeared after the Traveler arrived and terraformed. One of the members of the Ishtar team wonders if they come from a different Venus, an alternate dimension

What if, instead of terraforming the planets, it merely wormhole'd in alternate planets and replaced them with the old ones?
