Are the precursors just graveminds? Or was the "precursor" on installation 07 not an actual precursor?

We still do not know for certain what the Timeless One was, nor do we know what the Precursors truly are. They have existed in many forms throughout history - sometimes they are primitive and locked to their worlds, other times they are transsentient gods capable of traversing across galaxies.
