Ish the Federal reserve department that runs it: FED, the housing bubble burst/crash of 2008 was actually successfully predicted by chairman Alan Greenspan back in 1994!
The housing bubble was made worse back in early 2000s when banking cartel AIG started trading financial derivatives (loans mortgagees and the compound interest on them) like or as stock options, then worse again when they started double trading and mass trading them. (Trading the same option to more than one person to earn 2 or more lines of profit off of ONE product).
Now if i had to guess;
I would say they did this due to the fact that the USA trades GOLD and the now these sheets of paper which are basically packages of assets written up on an ownership deed that says holder owns X amount of Y assets... Any way the FED and government handle international DEBT the same way AIG handled and double/mass traded the derivatives which caused the 2008 depression.
My guess is they did it to see what would happen when the USA international Debt trade bursts and the potential financial end of the world that may ensue.
But thats just my speculation on it any way.
Basically the job of the FED or federal reserve is just to manage how much money exists and how much more to print; at its simplest and core function.
The problem with it is; it is a PRIVATELY OWNED banking cartel.
So yea its pretty F'D up.
But yea pretty much in the USA we basically have slavery enforced by DEBT and a rigid system that by DEFAULT now makes it so the have nots are as close to permanently made to be have nots as they can be with out causing revolution on any scale.

Craziest thing ever though 60% of the 7.4 BILLION people on planet earth live in poverty. 40% of the entire population live with out access to clean drinking water. All you have to do to get drinking water is take ocean water filter out the solid particulate, remove any chemical pollutant and distill it to remove the salt and re fortify it with minerals. THATS LITERALLY ALL YOU HAVE TO DO. (Oh an 70% of the planet is covered with ocean water) So poverty yea thats a tougher problem to fix. Clean drinking water ALL you need is a few filters, boil it to steam and collect that steam, then put needed minerals back into the purified sterile water to make it drinkable. LITERALLY every government of every nation in the entire world posses the technologies required to give every single citizen of their country access to unlimited clean drinking water. NOT A SINGLE COUNTRY IN THE WORLD HAS DONE THIS, we have had the tech needed to do it since the EARLY 1900s. So yea planet earth is beyond messed up right now.

Its more than just money, its the amount of resources per person and the power over X amount of people that follow your rule. Literally until we set up a system like in star trek where EVERY ONE is free to do anything they wish to pursue (so long as it does not harm others) and EVERY ONE has access to all resources; The world is never truly going to get better so long as there is some one in charge with a stock pile of everything and every one has to obey them.

An right now its basically 15,000-50,000 people that rule over 7,400,000,000 people And the 15k-50k have ALL THE RESOURCES ON EARTH at their disposal.

We just need to realize; 1) people NEED resources to live. 2) people NEED resources to do/make things. 3) people NEED communication and transportation and trade of themselves and those resources. 4) people NEED a place to live. 5) people NEED a controlled environment in order to survive and live with out being preoccupied with trying to survive. 6) WE ALL NEED TO PROVIDE 1-5 TO EVERY PERSON ON EARTH FOR FREE OR AS CLOSE TO BREAKING EVEN AS WE CAN(free or as close to the GDP created covering the cost of doing so). Right now we HAVE the tech needed to: Create power for next to nothing from renewable energy sources (solar, wind, ocean currents, steam engines[ even nuke plants are just steam engine power systems ], methane, ethanol, methanol) Create transportation (rails, roads, flying, sailing aka any boat on the water) Create instant communication Provide water via ocean purification&distillation Provide food via agriculture and greenhouses Create shelter from virtually any material 70% of the planet surface is uninhabited by permanent structures for living and THATS JUST THE OCEANS (something like 20% of all land mass on earth is how much is covered by cities towns and agriculture) And we have air conditioning, the ability to filter out nearly all contaminants and the ability to build a structure to withstand most natural disasters. SO we ALREADY have EVERYTHING we need to do it. We just wont because; Its not profitable It requires every one to share everything resource wise No one can agree on how to run it let alone who will run it No one knows how to set up the proper service to resource trade to manage it all. An thats it.

And we WONT ever have one because those IN POWER do everything possible to cover up the fact that those are LITERALLY the ONLY THREE THINGS preventing us from living a peaceful, non detrimental(to the environment or each other) and space exploring and colonizing capable utopian society.
