Publisher gets final say when content is released, how much is released, etc. Bungie doesn't have much control anymore.

activision put all or most of the money in on this project so they get to have final say on what goes in and out of the game

That's what a publisher is. Microsoft gave them tons of freedom and time to work on halo. So it was better overall. Activision is notorious for quick, incomplete releases it seems.
