I think Sunbreaker may be best for DPS on PvE. Sunbreaker's melee which allows you to deal extra damage to whatever hostile you melee combined with the Sunspots which leave a powerful AoE, give allies within it's radius an overshield and increases the duration of Hammer of Sol will be great for taking down heavy targets.
