It is more difficult to get multiple kills with, as oppose to something like Arc Blade or Radiance. Since it is instantaneous, and only has moderate Area of Effect, it is well-balanced and NOT overpowered. Also, couldn't your reasoning be applied to any class, not just Titans? You can run up to a guy and use your Super and still one-shot with any offensive Super, NOT just Fist of Havoc.
