Maybe, just spitballing here, after the TTK launch they will have fixed whatever was wrong with the Queens bounty as a weeklong PVE event. Like the opposite to Iron banner, how it was supposed to be. Anyway. Maybe they'll have it and the wolf packs could spawn during this time.
