Religious institution cannot hand out marriage licenses which is what we're talking about.
A business cannot deny you service based on religion, [b]orientation[/b] or race.

A business doesn't have to give a reason. Good luck proving that's the reason why.

A clerk has to give a reason why he/she denied a license to a couple that meets all the requirements. They can't just decide who gets it or not based on preference.
