As per your question, your wording for options 1 and 2 include the phrase "overrules Freedom of Religion". This wording is unnecessary information, and plants in the mind of the respondent the idea of the Free Exercise and/or Establishment clauses being violated. Thus, the respondent is predisposed to concede a position, even if they recognize it as nonsensical. Less important, but annoying, is the existence of both the "Undecided" and "I Don't Know" options. They are functionally the same in regards to the prompt.
