Exactly, we don't know much about the Kings. All we've done is kill two of their Barons. They most likely still have all of their leadership, and I'm pretty sure it's proven that the Kings orchestrated Twilight Gap. If Xander, the Bounty Tracker, comments that the House of Kings has a listening outpost on Mars, the probably do. And based off of their relations with the Wolves, and the fact that there is a TTK mission on Mars where you fight the Wolves, the Kings are certainly on Mars
