If I notice a red bar accompanied with noticeable lag I'll report for bad connection.
If I notice a green bar that oh so perfectly drops to a red bar while the player suddenly lags in just the right time to be extremely adventageius for that play, I'll report for cheating.

Lol, I started each part with "if I notice" for a reason. I don't actively search for people to report.
