I'm assuming that vandal was part of House Exile, which are even less threat than most Fallen.

It does say the vandal was in exile colors, so I agree, even more reason that this particular fallen was less aligned with the beliefs/politics of the other fallen houses. Look at variks. He alone is proof that some fallen can be reasoned with, even allied with (though I don't fully trust him).

I kind of do. He supplies me no reason to believe that he would betray the queen.
