Not being delayed. I don't think Bungie appreciates players rushing through the story, not giving a single -blam!- about it, rushing everything else just to play the raid. Next thing you know, those players will be whining on the forums about a lack of content. Hopefully this stops those guys saving millions of XP in bounties, public events packages ETC just to get to max level so they can raid instantly. (sorry if i offended you, but you know i'm right) Either way, it gives time for players to progress and not be left out of their raid groups.
