They do things a hero wouldn't usually consider or do but he's not a villain murdering innocents (he doesn't kill ironically) or eyewitness people. He does his job however he needs to, where as Kai is more merciful and reasoning, Apex is....a complete douche with an attitude.[/spoiler]
