I don't usually bother with the high killstreaks anymore myself. My reaction times are not as good as they used to be, the remote car, uav and hellstorm does the job for me. :)
There is a good thread on the ops 3 forum, one of the guys came up with a good idea that the perk hardwired should counter the black hat.

Nah just go back to BO2; they can turn equipment, and act as rockets against streaks. Thats on the money right there IMO.

If they act as rockets though, then nobody will use a rocket launcher.
