Who knows. Since they might update VoG and CE with a third difficulty that has Taken enemies, they might add ghost shells as rewards for them.

Hopefully they do, but in case they don't, maybe the petition will get their attention and add them in. Or maybe they will add them in and just not tell us as a surprise or something. That'd be pretty cool.
