I think we might be getting this in the Dreadnaught.
Court of Oryx and player initiated events sounds a lot like this.
I really hope. Bungie saw this post and gleamed ideas from it.

My hope is they gleaned the right ones though. Player initiated events is definitely a start, and if it goes well they add more, outside of DLC, i really hope they give us a few free things that add to the game for once it would really garner support for them, more than i think they realize.
