I know what you mean, had that problem bad in ops 2. During maintenance treyarch turn off the dedi servers, go back to peer to peer.
What you're describing sounds like host lag. It's basically shit connections dropping packets, your connection is taking longer to process the data which handicaps you.
It might play better for you on a moderate NAT type because it will decrease your chance of pulling host. It's using a mix of dedi and peer to peer depending on your location.
In ops 2 I was forced to play tactically through map knowledge, flanking my opponent's. I was at a constant disadvantage when trying to run & gun.
Ops 3 played a lot more smooth for me on an open NAT type, is a huge improvement over ops 2. I believe I was on dedi servers the majority of the time as one is close to my location.
