What I mean by lightly regulate is there few laws regarding this technology and it would be easily attainable for anyone.
What I mean by heavily regulate is that only people who would need the technology, like a medical problem, would be able to get it.
The other 2 are self explanatory.
What I mean by radical sciences is everything from controversial medicine, like genetic engineering, to things like AI (artificial intelligence).

Regulation [i]by scientists[/i]. That way, you prevent the mad scientist horror experiments and allow research to progress without political bullshit getting in the way.
