It wasn't that bad for me, my ping was solid between 10ms, 50ms in most lobbys with 0 packet loss. I had the odd lag spike when a slow connection would join a lobby.
Maybe you're on the listen servers instead of dedicated. What is your connection like when you press start?

What is your NAT type down the bottom right of screen on main menu?

That's your issue bro, needs to be on open for improved matchmaking, less BS moments. Log into your router, enable UPnP, turn off some firewalls. Enabling UPnP should fix your NAT type. if it doesn't you will need to try portforward.com

Cool, you should be good to go now. I believe treyarch only check your connection every few hours, when you boot up the game.

You could be on the listen servers depending on your location as they're not worldwide.

They didn't use dedicated servers everywhere?

lol no that would cost too much money for Activision. They had them in numerous U.S. states. Europe had UK and not sure about other regions.

Activision is a multi billion dollar company though.

True, though Activision shareholders only care about the $$$$$$$, will cut corners whenever necessary. The game should be running on 64 tickrate servers at the least, but this would increase server cost for Activision.
