Q1 was answered. You purchase the new version using the blueprint you'll have available Y2. Then level it.
Q3 was also answered. The reason not to dismantle anything was for them to assess your level based on the best gear you have and grant you that level appropriately.
Q2 is a good question.
Please edit your post so they don't waste answering questions on ones that have already been answered.

Please edit your post because I watched the original stream and it didn't say jack about my current exotics. As far as Q3 I don't want to toss my gear into an infusion on something that won't reach end game so I want to know how to tell what is good enough.
