Already addressed, improvements are being made in TTKing's match making system (free as part of the expansion's updates you don't need to pay for). Currently just skill-based it'll start getting more blended between connection and skill. Not saying it'll fix everything but Bungie supposedly has a team dedicated to player connections and their matchmaking system.
