Wouldn't it be until the Vanguard decides to invest some money in their roads? WE'RE TAX PAYERS TOO AREN'T WE?

Is the Vanguard obliged to spend public funds maintaining/upgrading infrastructure that got trashed during the Collapse?

If they are aware that we will be confined to a pre-determined area, shouldn't they invest some money into those areas to ensure their hard-trained, resurrected guardians who hold the only hope for the future of humanity?
