Because a sword with unlimited ammo would be op as hell.

It showed the ammo counter in a video. Maybe you can only swing it for a certain amount of time? Or maybe it's on a timer and heavy ammo resets the timer

In PVP it wouldn't be OP at all.? You'd have to get so damn close to someone that they could easily shoot you down before you even come close. It would be a one hit kill that had a lesser range than a shotgun
