You need to be level 25 to start the first story mission. I don't understand why that is an 'issue'???
If you boot up Destiny for the first time at level 1, you will need to play through the original story missions and everything first before you unlock the Taken King anyway.
But seriously, if you jump into Destiny now, and ONLY want to play TTK, then you don't even know half the story, so you would want to play the first half.
