I guarantee you it's not bungie but Activision instead; Activision wants destiny to be a revenue stream and unfortunately a 60 dollar one time purchase cannot do that. Therefore bungie is left up to selling it as DLC, exclusive rights to Sony, and exclusive rights to red bull to fund their game and make sure Activision is making money.
