It's better for PvP for the simple fact that it's rerollable.
Also, according to Planet Destiny, it's hidden stats are better.
Neither would be good for PvE even if The Messenger has the option of being elemental.

Meh... The hidden stats aren't much of a big deal. AA is overrated... Even more on a primary.
