This would be awesome cut scene material that you would hand the rifle back to the Stranger and she will upgrade it for you (with or without the core [which is a good concept]) and the new perk is actually very useful but I would make it a dual effect so that if the third bullet hit it would cause bonus damage along with your initial perk, other than that it's a good use for that blue rifle
