It's a good idea but I'd bet we'd all break the bank on engrams and rack up though.
Bungie doesn't like the idea of us getting all the carrots dangling in front of our face all at once. They fear a wave of disinterest once we all get what we're looking for in one week.
You should get an engram every 10 levels though something to grind towards from a level standpoint cause I know in getting a bit tired of 2 motes of light every upgrade.

I also agree with the engram after every 10 levels. Motes of lights are getting tiring. Ok so instead of making it a continuous buying option from xur, they should make it a 1 time deal. Sell a good legendary for the heck of it (due to dlc), and 1 random exotic weapon engram. Lol this way, everyone wins?
