I am not sure honestly which is why I found it a bit odd. I believe they will be doing a live stream here in the next few weeks to explain how it is going to work. So until then I will try and hold on to as much legendary stuff as possible just in case. If it turns out that they will be useful then I will just keep em. If not then I will just do away with the ones that I do not want.
