I hope not because every time I look, my own connection is red. I'm a legit player, I don't mess with my internet to get an advantage, I just live on a mountainside and only have one internet company to choose from. Even when it's red I don't seem to be lagging tho. The only time I'll report someone else is when it is suspiciously laggy, like emptying a shotgun into someone only for it to have zero effect, then I die and they run away.
