Because driving high has not been discouraged as much as drunk driving. I think its just as dangerous.

Typically stoned drivers are more cautious and drive under the speed limit. I've seen more people get pulled over for DWIs for driving suspiciously slow than people who drive stoned and died or killed people. That's more alcohols job.

Marijuana is a narcotic too. It slows your brain just like alcohol. A lot of people think they are better drivers when drunk or high, but that just isn't the case. Anything that slows down your reaction time (and narcotics do this) impairs your driving, as reaction time is the key to effective driving. Slow does not equal safe.
