Edit: This was created 2 months before 2.0 and was nothing speculation. I hope you all are all excited for the new class specific weapons like I am.

Means specific weapons for each class. Titans won't be able to use Hunter weapons and vice versa. They need to be careful with this as classes are already unbalanced.
