What I still can't comprehend is why Bungie thought PoE was a good replacement for a raid?

It's not supposed to be a replacement, it's an addition to the game as a whole.

That replaced the originally planned HoW raid.

Well the raid would have taken even longer to come out because of the fiasco with the Dark Below.
