As much as I hate to say it, because I LOVE my Black Hammer, it was needed. It was an exotic perk on a Legendary weapon.
I would have liked it more had they just made Black Hammer an exotic.

It was not needed. You need skills to use white nail, and since BH only has 3 rounds, you have no room for error. Most people don't rapidly hit 3 straight precision shots with a sniper on a consistent basis. Unnecessary nerf.
